Right to Choose is a legal NHS right, not a loophole.
Under the NHS Constitution, adults in England can pick any NHS-contracted provider for an outpatient referral. For ADHD assessment, that often means weeks-to-months instead of years. GPs are obliged to consider the referral — but only if you ask correctly and name the provider.

The legal basis
Right to Choose is law, not a loophole
Under the NHS Constitution and the Health and Social Care Act 2012, adults in England referred for a first outpatient appointment have the legal right to choose any provider holding an NHS Standard Contract for that service. Your GP cannot be forced to use the local waiting list.
